In Australia under the auDA you will need to be a sole trader, partnership, or company with an ABN to register a .com.au, .net.au or .org.au website. This means that these types of websites are owned by Australian businesses.  If you are purchasing a .com website there are less restrictions and the website may be based anywhere in the world, this is why it's important to check the authenticity of the seller. It’s important to know what you are actually buying.
